Terms of use

The rules for using Bema. By creating an account, you accept them.

Last updated: October 19, 2026

Draft pending review. Bema is not yet a registered organisation and some details of the controller are still to be completed (highlighted in yellow). We will review these texts with legal advice before the final launch.

1. What Bema is

Bema is a civic participation platform in pilot phase. It lets you publish diagnoses and proposals about your town, support the ones you consider priorities and, when the feature is active, send them to the competent administration. The owner of the service is listed in the legal notice.

2. Non-binding nature

Bema has no public decision-making power. The supports and priorities shown do not bind any administration. If an administration decides to commit to a proposal, it will do so on its own and explicitly.

3. Your account

  • You must be at least 14 years old.
  • Each person may have only one account.
  • The details you use to sign up must be true, and the town you choose must be one you have a real connection with.
  • You are responsible for keeping your password secret and for what is done with your account.

4. Participation rules

Bema works when everyone takes part respectfully and in good faith. You may not:

  • Publish content that is illegal, offensive, discriminatory or incites hatred or violence.
  • Publish other people’s personal data without their consent.
  • Post commercial advertising or electoral propaganda.
  • Create several accounts, use bots or coordinate campaigns to manipulate support.
  • Impersonate another person or organisation.
  • Try to access parts of the system without permission or disrupt how it works.

5. Content you publish

What you publish is yours. By publishing it, you give us free, non-exclusive permission to show it on the platform, translate it, adapt its format and, if it gathers enough support, send it to the competent administration. This permission lasts while the content is on the platform and covers the anonymised version kept in the public record if you delete your account.

You are responsible for what you publish and must have the right to use the images you upload.

6. Review and removal of content

We may remove content or suspend accounts that break these terms or the law. When we do, we will explain why whenever possible. If you disagree, you can write to us at info@bema.cat.

7. Pilot service

Bema is a pilot. Features may change, be switched on or off, and the service may have bugs or interruptions. We will tell you about important changes. The service is free and comes with no guarantee of availability.

8. Leaving

You can stop using Bema and ask us to delete your account at any time by writing to info@bema.cat. We may also close the service; if we do, we will tell you in advance.

9. Changes and applicable law

We may update these terms. If a change is significant, we will let you know before it takes effect. These terms are governed by Spanish law.
