Pilot schemes for community management of spaces

Test different models of community management through pilot schemes in council-owned facilities, so they can open beyond the hours the council can currently cover. Do it with support, a clear sense of rights and responsibilities, and drawing on successful experiences elsewhere. The Casal Cívic in Poble Sec is proposed as the first pilot.
